This is a candle holder kit from AromaBrite made with safety pins.
This candle holder is not the round design as seen as in the 1st picture. It is the rectangle that can be seen on the back of the package in the 2nd picture.
They are easy to make and includes scented beads with safety pins.
Candle and glass votive are not included.
